I tried http://www.djangoproject.com/documentation/0.96/shortcuts/ and got 'Page not found'.

Django 0.96's documentation didn't include the 'shortcuts' doc. This was added in the development version.
The header that says "get old docs here" is a generic header that points to the same page for 0.96/0.95. It is applied across the board when the documentation's html pages are generated.
