Description
We should choose a minimum version of Oracle for Django 6.2 and update SupportedDatabaseVersions.
Clearly we should stop supporting 21c, which is a short-term innovation release going EOL soon.
19c LTS has "premier support" until 31 Dec 2029. Django 6.2 LTS is supported until April 2030.
On the forum there was discussion about dropping both 19c and 21c, and Mariusz offered to help with CI.
