37391	Set minimum version of Oracle for Django 6.2	Jacob Walls	Mariusz Felisiak	"We should choose a minimum version of Oracle for Django 6.2 and update SupportedDatabaseVersions.

Clearly we should stop supporting 21c, which is a short-term innovation release going EOL soon.

19c LTS has ""premier support"" until 31 Dec 2029. Django 6.2 LTS is supported until April 2030.

On the [https://forum.djangoproject.com/t/determine-supported-oracle-versions-for-django-6-2-lts forum] there was discussion about dropping both 19c and 21c, and Mariusz offered to help with CI."	Cleanup/optimization	assigned	Database layer (models, ORM)	dev	Normal oracle Accepted	0	0	0	0	0	0
