First hit in Google for 'makemessages' (https://www.google.com/search?gcx=w&sourceid=chrome&ie=UTF-8&q=makemessages) brings the following page: https://docs.djangoproject.com/en/dev/topics/i18n/localization/, which, in turn, results in "Page not found" page.

Django documentation evolves, and parts of it are refactored from time to time (name of files change or the hierarchy of a section changes its file/directory layout).
Two examples from the last few weeks:

)Until today old files weren't cleaned up from the doc.djangoproject.com site so the old documents (with outdated possibly redundant/contradictory information, see #17352) were still present and reachable. But today a clean up has been performed so these invalid documents aren't there anymore.
Hopefully Google and other engines will catch up soon. For example the second and third Google result are correct. They are: https://docs.djangoproject.com/en/dev/ref/django-admin/ (the django-admin reference where the makemessages management command is described) and https://docs.djangoproject.com/en/dev/topics/i18n/ (the entry point to the i18n/l10n documentation) respectively.
