resetting an app appears to touch all configured dbs not just those that app uses

Description
resetting an app appears to touch all configured dbs not just those the app uses.
it also tries to write to all dbs even when all the models for that db are marked managed=False

I'm fairly sure that this problem has been resolved by the change to the way the management commands interact with multidb setups.
