Admin change_form.html doesn't allow to customize, submit rows or other parts.

Description
I needed a way to customize only submit row, and found out it is not possible, without rewriting the whole block content, this shouldn't be necessary.
If someone is wondering the use-case, I will upload my use-case to somewhere hopefully today. My use-case allows to view any form using change_form.html if this patch is applied. Though I can see this being useful for many purposes, this is why I added few other blocks too.
