New patch to remove all three Sovereign nations which are currently listed as US States. These nations have independence in foreign policy, and citizenship.

Triage Stage: Unreviewed → Design decision needed

And yet... under the Compact of Free Association they are still -- though sovereign -- "associated states" of the US. Which makes things somewhat trickier because we are currently including other states which have varying degrees of trustee or protectorate relationships/agreements with the US. Bumping to DDN, though a more correct stage would be "diplomat needed".

(In [8550]) Fixed #8425: removed the independant nations of Palau, Marshall Islands, and Micronesia from localflavor's list of US states.

...

Man, commit messages like that are incredibly fun to write.
