New patch to remove all three Sovereign nations which are currently listed as US States. These nations have independence in foreign policy, and citizenship.

And yet... under the Compact of Free Association they are still -- though sovereign -- "associated states" of the US. Which makes things somewhat trickier because we are currently including other states which have varying degrees of trustee or protectorate relationships/agreements with the US. Bumping to DDN, though a more correct stage would be "diplomat needed".
