Add support info to top of "Create New Ticket" page

This may already be on your list, but I think the Create New Ticket" template could use some links/pointers to support resources -- the mailing lists and IRC, a reminder of the search box and documentation links above, and so on.
Hopefully this would reduce the number of "please help me" tickets.
I believe the Trac file to modify is templates/newticket.cs.
