Documentation points to `django-developers` mailing list as primary point of contact for discussion

Description

Given recent efforts to prioritize the Django Forum as the main communication channel for development, I think it would be a good idea to update the docs to either replace the references to django-developers mailing list with Forum URL, or at least point to both places.

At the very list, the Reporting bugs and requesting features should point to the forum for when requesting a new feature: I'm pointing ticket reporters to this doc page and then saying "please raise this feature request in the forum" and those are, somewhat, contradictory.

I don't mind adding "... or on the Django Forum" to references to the django-developers mailing list, but not removing them. TBH, I follow the mailing list more closely than the forum, and it's not just me.

I tried adding the Django Forum in the doc pages where I thought we should give an option, and I also hyperlinked the text with the URL

One example is in bugs-and-features.txt, starting from line 162

Votes on technical matters should be announced and held on both the
`Django Forum`_ and the |django-developers| mailing list.
