I checked that tests pass on PostGIS 2.5.

Per https://trac.osgeo.org/postgis/wiki/UsersWikiPostgreSQLPostGIS PosGIS 2.1 is EOL and 2.2 was planned to be EOL in August, however they are going to make the final release soon (i.e. before Django 2.2 release).

Historically, we've dropped support for PostGIS versions based on the PostgreSQL version EOL. See SupportedDatabaseVersions. Do you see much advantage to changing the policy?
