Description
Inspired from discussions in #22298, this feature request aims to lay out the bases to build some clever functionalities based on the knowledge of an app required static files.
It is not (yet) a complete replacement for Form.Media, but could replace a part of its use cases.

As Florian said on the mailing list, I'm also not sure that iterating on the idea in Django itself is the best way forward.
