Description
This has been an issue for at least 9 years, (#11919 & #26611) but the fixes have not been completed. Rather than engage in anything so elaborate, this pull request simply changes the default away from dpaste.com to dpaste.de, which is the site used by Django IRC. I don't profess to know anything about pastebin.com or dpaste.com other than the clear inference that they are not trusted. This change may not result in more traffic to the IRC, since it is not directly mentioned, if that is an issue.

I don't understand the benefit of the proposed change. The topic for #django says "do not use pastebin.com!" -- which is different from dpaste.com that the debug page uses. Anyway, a proposal like this is more suited for the DevelopersMailingList.
