We don't want to make specific recommendations in this area.
We consider that providing an opinionated base site would count as making specific recommendations.
We prefer leaving this up to third-party resources like the one you linked to.
This was one of the reasons for customizable project templates, which were introduced in Django 1.4.

I'm not convinced that there's anything particular in Django that would warrant specific documentation on how to integrate it with bootstrap and/or a javascript framework.
It seems to me that the bootstrap documentation would be sufficient, no?
