re-sequence the options on the download page to emphasize development version

Despite the statements on the download page recommending the use of the latest development code, sequence speaks louder than words and many newcomers are still downloading 0.91 because it's "official" and first.
My suggestion is simply that "Get the latest development version" becomes option 1; tarball becomes option 2; egg becomes option 3. I'd also suggest removing the "for the impatient" section in the sidebar.
This more accurately reflects current recommendations and practice, and it should also cut down on the number of confused new users on IRC and the mailing list who really would be better off using trunk.
