admin history/delete views do not support being in a popup.

Description
Somewhat a extension of #20288, but separate enough to warrant being it's own ticket; unlike the add/change/change list views, these views have no context key is_popup that would allow for the shallow version of the admin (sans header, breadcrumbs etc) to be shown instead. Thus linking between views manually is somewhat inconsistent.
If accepted, this ought to wait until a decision is made on how to resolve the inconsistency presented in #20288
