On https://code.djangoproject.com the Getting Involved section's first bullet is "Help with 1.3 goals" and links to https://code.djangoproject.com/wiki/Version1.3Roadmap. 1.3 has been released so this is out of date.

I have edited other wiki pages. This one has no edit link for me, so I assumed someone with more permissions needed to fix it, maybe I should have said that explicitly when I opened the tickets.

This means that the home page is locked. Opening a ticket was the right thing to do, thanks -- and please ignore my comment.
PS: now I know how to tell if a page is locked :)
The wiki is "community-managed", anyone can edit it, so it isn't necessary to report problems in Trac (unless the page is locked).
I've removed the link (I may have extra permissions that allow me to edit locked pages, I'm not sure).
