That's a wiki page for a branch that was merged back to trunk about a year ago, so it's probably not surprising if links on it have gone stale. It's easy enough to find the current correct page by using the search function of the current documentation. If you really want to, since it is a wiki page you can update the link yourself -- it doesn't look to me as if editing of that page has been restricted in any way. Wiki changes don't need trac tickets unless the pages have restricted editing.
