`check_framework` tests can not pass on ubuntu — at Initial Version

python version: 3.10.12, 3.11.4
django version: latest, stable/4.2.x
os: Ubuntu 22.04.1 LTS

when I run python tests/runtests.py -v2 check_framework, it failed
