Create a --force-recreate-testdb option for runtests.py

Description

runtests.py will ask you if you wish to drop the current test database. Whilst this default action is good,it should be able to force this behaviour from the command line, to aid with script automation.

I'm not sure why this option is needed. In normal test runs, the test framework will create the test database at the start and drop it at the end. You only get asked "the question" if it was interrupted in the middle for some reason or it already exists because it was created by a third-party -- which means, by definition -- something unusual has happened and automatic behaviour is not appropriate.

What's the scenario where this is going to be a good idea to do automatically? At the moment I think this is a bad idea, but I'm willing to be convinced.

A third reason for the database to be left is if the backend fails on creation or dropping, as it should be, as you can then inspect the database on failure. Right now I'm working on fixing a database backend. So it fails, barfs the tracebacks appropriately, I inspect the database if necessary, try to fix the issue, and then want to run the tests again. At that point I get asked the question.

I'd like to just be able to press up to run the last command and make a cup of tea without coming back and remembering that I forgot to answer the question.

Also, if you want to ever run it on a buildbot-style system, you want to be able to run the test suite whatever happens.

I don't like the name, but I'm somewhat swayed by the idea of this being useful on a buildbot-like system.

(In [5752]) Fixed #3771 -- Modified the test runner to observe the --noinput argument controlling script interactivity. This means that test scripts can now be put in a buildbot environment. This is a backwards incompatible change for anyone that has written a custom test runner. Thanks for the suggestion, moof@metamoof.net.

Changed HttpRequest.path to be a Unicode object. It has already been URL-decoded by the time we see it anyway, so keeping it as a UTF-8 bytestring was causing unnecessary problems.

Added a db_type() method to the database Field class. This is a hook for calculating the database column type for a given Field. Also converted all management.py CREATE TABLE statements to use db_type(), which made that code cleaner. The Field.get_internal_type() hook still exists, but we should consider removing it at some point, because db_type() is more general. Also added docs -- the beginnings of docs on how to create custom database Field classes. This is backwards-compatible.
