minor change in reference to the IRC channel

Description

At present the reference to the IRC channel is: "or drop by #django on irc.freenode.net and we’ll try to help.", I suggest it is changed to "or drop by #django on irc.freenode.net and chat to other django users". Reason: the other a day someone came on the channel and asked for help - although he was pointed to the relevant documents he was not happy with the 'quality' of the help and kept quoting the sentence above. Apparently he expected some 'officials' from django to be sitting there and waiting to help. The change I suggest is in conformance with the other mentions of the IRC channel which say 'chat with django users ...'

I suspect that user wouldn't have been happy with anything, but I've tweaked the docs here to make it apparent that AH/JKM etc aren't lurking in IRC 24-7.
