docs or django is wrong in permmisions

If you read this http://www.b-list.org/weblog/2006/jun/06/django-tips-extending-user-model/
Then it states very clear that: If you don't add class Admin there won't be permissions made for that model. Yet when I do a syncdb the permissions are created.
So or the docs are wrong or there is a bug in django.
