docs/install.txt could do a better job telling people to skip the Apache step

Description

Since the tutorial sends people to the install docs, install.txt should be a bit more emphatic about explaining that you should skip the Apache/mod_python step when you're just starting out; otherwise, new users might end up wasting valuable time setting up something they won't need for the tutorial.
