Built-in server doesn't serve admin statics

Description
serve view does not always unify backward-slashes. Admin panel looks very naked under Windows.
Bug probably appeared in 1.3 as I've completed the tutorial with 1.2 and didn't notice the same effect.

This was an issue in the 1.3 beta, but should be fixed in trunk (r15119). Please reopen if you can reproduce on latest trunk.
