This patch adds PYTHONSTARTUP capability to manage.py shell when:

 1. PYTHONSTARTUP is defined in the environment
 2. .pystartup is present in the user's home directory

Use of the {{{--plain}}} option disables execution of PYTHONSTARTUP.
