18053	empty DATABASES blows up in 1.4	anonymous	nobody	In Django 1.3 if we didn't have any databases we had to set DATABASES to {}, but now in 1.4 things blow up with that setting. It would be better if it behaved the same as we can't easily migrate our systems to 1.4.  The errors are triggered when a support class or shortcut is used or imported and imports django.db.*.
