Ticket #1990: 0.95_plus_timestamp.patch

Binding of datetime.time is to the timestamp field. cx_Oracle expects datetime.datetime to persist to timestamp field. Hard-coded 1900-01-01 as the date, not pretty but gets it saving the time.
