Rather than engage in anything so elaborate, this pull request simply changes the default away from dpaste.com to dpaste.de, which is the site used by Django IRC. I don't profess to know anything about pastebin.com or dpaste.com other than the clear inference that they are not trusted. This change may not result in more traffic to the IRC, since it is not directly mentioned, if that is an issue.
