Refs #7864 -- Updates to documentation for the oldforms/newforms switch.

• Moved forms.txt to oldforms.txt
  
• Moved newforms.txt to forms.txt
  
• Updated links and most references to "newforms" (there are a few sections that need a more significant rewrite).
